Individual In-House Training

To give job-seekers access to a job for which they are not fully skilled, your company can organize job-related or company-related training on the company's responsibility at reduced cost, on condition that the job seeker is recruited for a full-time job after the training

The job seekers/trainees retain their benefit income during training, and the VDAB pays an additional premium to bring this up to normal wage levels (depending on the company and the job being taught); if the job seeker does not have a benefit income, the VDAB pays a premium that equals the entire wage.
Training period: at least 4 weeks or 26 weeks

Conditions

  • Jobseeker
  • Contract of unlimited duration at the end of the training program

BEA: Budget for Economical advice

On December 16th 2005, the Flemish Government approved the BEA-incentive, the Budget for Economical Advice, formally known as the "Entrepreneurial Dossier" (in Dutch: "ondernemerschapsportefeuille").  This integrated instrument will enable you as a company to purchase entrepreneurial supporting services such as advice, training, knowledge and mentorship. 

The targeted group of this incentive is the SMEs of all economic sectors.  The conditions a company needs to meet are the following:

  • SME
  • Located in the Flemish district and conforming to the Flemish legislation
  • With an acceptable activity (nace-code)
  • Without any participation of the government

The support of the Flemish Government amounts to 35% of the cost of the advice, training, knowledge or mentorship service.  This means that the company deposits the amount of money they wish to spend on these kinds of services and the Flemish Government raises this amount by 35%, with a maximum of 5.000€.  In order to avoid that purchases of any of the four services becomes out-numbered, only 2.500€ per dossier can be spent on the same service.  The validity period of this incentive is 2 years.

Applying for this kind of support has to be done via www.BEAweb.be.  First you need to register (or if you have already registered for the growth premium or ecological premium, you can use the same login and password).  As soon as you have requested the support via the website, you can start making use of the services.  Please keep in mind that the support still has to be granted at that moment.  The measure will be looked into and you will be asked to pay your part of the incentive to Sodexho within 14 days; after this, the incentive will be approved.

Mentorship Guidance

Employees who are at least 50 years old, work halftime, and receive career break benefits, can share their experience with your company. They can share experience with your company. They can train newly recruited employees, supervise them and provide mentorship. Remember it is also financially advantageous to recruit a person over 45 years (cfr. Activa plan).

 

Ad hoc Training Aid: 25% or 50% grant

Please note: The Flemish Government is currently reviewing the subvention system for ad hoc training. As soon as the new system is available, new files can be reviewed.

Decree of 31 January 2003 concerning the economical support policy (BS of 25 March 2003 "decreet van 31 januari 2003 betreffende het economisch ondersteuningsbeleid").

General or Specific Training

This ad hoc training aid aims to support large enterprises with an important new employment (number of jobs) in their training schedule. 

General training: Is training involving tuition which is not applicable only or principally to the employee's present of future position in the assisted firm, but which provides qualifications that are largely transferable to other firms of fields of work and thereby substantially improve the employability of the employee.

Specific training: Is training involving tuition directly and principally applicable to the employee's present of future position in the assisted firm and providing qualifications which are not or only to a limited extent transferable to other firms or fields of work.

In line with the European regulation, the Flemish Decree has established a ceiling of 25% on aid for large companies, outside a development zone.

Eligible Costs

  • Trainers' personnel costs
  • Trainers' and trainees' travel expenses
  • Other current expenses such as materials & supplies
  • Depreciation of tools and equipment, to the extent that they are used exclusively for the training project
  • Cost of guidance and counseling services with regard to the training project
  • Trainees' personnel costs (Only the hours during which the trainees actually participate in the training, after deduction of any productive hours or of their equivalent, may be taken into account).

Conditions & Notification constraints

  • The aid should be applied for prior to the start of the training scheme.  
  • Preparation of the file (training plan) in collaboration with the Ministry of Economy. FIT Invest can arrange introductions.
  • File is presented for decision to Flemish Minister of Economy.
  • Approval by the Flemish Government.
  • The decision granting the aid must contain an express reference to the Training Aid Regulation (cfr. above). A summary of the decision must be forwarded to the Commission within 20 working days after the decision has been taken. 
  • A prior notification to the Commission will be required if the amount of the aid granted to one enterprise or a single training project exceeds the amount of € 1 million. Aid above € 1 million will be subject to prior investigation by the Commission whether it considers the aid compatible with the European market.
